Paragon Provides National environmental policy act (NEPA) support for fort belvoir


In November 2015, Paragon began providing National Environmental Policy Act (NEPA) support to the Fort Belvoir, Virginia Army Garrison as a subcontractor to SES Construction and Fuel Services.
Nicola Cowen, Paragon’s environmental professional with expertise in NEPA, serves as a technical advisor in support of the US Army Garrison Fort Belvoir, VA Directorate of Public Works Environment Division (DPW-Env. Div.) NEPA requirements.
Cowen coordinates the creation, review, and staffing of documents to support the NEPA process. She also supports ongoing and future Environmental Impact Statements (EIS) and Environmental Assessments (EA) actions by providing technical review of products, coordinating document submissions and reviews, managing document staffing, ensuring timelines and key milestones are met, and providing government staff information regarding critical issues and project progress.
Additionally, Cowen produces Records of Environmental Consideration (REC) documents for real property actions, minor construction projects, personnel stationing actions, and other actions that qualify for Categorical Exclusions, for review, staffing, and signature according to established protocol. She attends recurring DPW meetings to identify required NEPA actions, including the DPW Engineering Monthly Project Review, the weekly Env. Div./Facility Planning Dig Permit Review, and any project specific meetings necessary to complete NEPA actions.
Throughout the project lifespan, Cowen will continue to provide project plan review to ensure that conditions and mitigations stated in NEPA documents are incorporated into construction contracts, executed, and satisfactorily completed.
